一、指導思想
以(yi)黨(dang)的(de)(de)十八大(da)精(jing)神為指針(zhen),以(yi)科學(xue)(xue)發(fa)展(zhan)觀為統(tong)領,緊緊圍繞“力爭與全省(sheng)同(tong)步基本(ben)實(shi)(shi)現教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)現代化(hua)”的(de)(de)總(zong)體目標(biao),全面(mian)貫徹實(shi)(shi)施國家、省(sheng)《中長期教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)改革(ge)和發(fa)展(zhan)規(gui)劃綱(gang)要(yao)》和《麗水市(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)改革(ge)與發(fa)展(zhan)第十二個五(wu)年規(gui)劃》,全面(mian)落實(shi)(shi)市(shi)(shi)委市(shi)(shi)政府出(chu)臺的(de)(de)一系(xi)列教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)發(fa)展(zhan)政策,不斷深化(hua)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)改革(ge)創新,加快教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)人(ren)才(cai)隊伍建設,扎實(shi)(shi)推進素質(zhi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu),全面(mian)提升學(xue)(xue)校辦(ban)學(xue)(xue)水平(ping),努力提高教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)質(zhi)量,促進教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)科學(xue)(xue)和諧(xie)發(fa)展(zhan)。
二(er)、工作重點

三(san)、發展(zhan)目(mu)標
2013 年,全(quan)市教育事業發(fa)展的(de)主(zhu)要目標是: 力(li)爭(zheng)全(quan)市學前三(san)年幼兒(er)園入園率(lv)達(da)到94.5%,小學初中入學率(lv)、鞏固(gu)率(lv)保持(chi)(chi)在(zai)99.9%以(yi)(yi)上(shang),三(san)類殘疾兒(er)童少年入學率(lv)保持(chi)(chi)在(zai)94%以(yi)(yi)上(shang)。少數(shu)民(min)族學生的(de)初升高(gao)比(bi)例達(da)到95%以(yi)(yi)上(shang),全(quan)市初升高(gao)比(bi)例達(da)95.5%以(yi)(yi)上(shang),高(gao)中段招生普職(zhi)比(bi)總體保持(chi)(chi)在(zai)1:1左右,高(gao)等教育毛入學率(lv)達(da)到40% 以(yi)(yi)上(shang)。
全(quan)市中(zhong)(zhong)小學教(jiao)師(shi)學歷(li)合格率達(da)到99%以上,其(qi)中(zhong)(zhong)65%以上的(de)職(zhi)業(ye)教(jiao)育技能課專業(ye)教(jiao)師(shi)成(cheng)為(wei)“雙師(shi)型”教(jiao)師(shi);幼兒園教(jiao)師(shi)質證(zheng)上崗率達(da)到55%以上。組(zu)織(zhi)中(zhong)(zhong)小學教(jiao)師(shi)專業(ye)發展培(pei)訓10000人。
扎實推進(jin)學(xue)前教育三年(nian)行動(dong)計劃,計劃新(xin)(改、擴)建幼(you)兒(er)園項(xiang)目55個(ge),建筑面(mian)積13萬平方米,完成投(tou)資(zi)4.13億元(yuan),等(deng)級(ji)幼(you)兒(er)園入園兒(er)童復蓋率達(da)到75%,創建學(xue)前教育達(da)標和示(shi)范鄉鎮10個(ge)。基本實現(xian)“學(xue)前教育三年(nian)行動(dong)計劃”工(gong)作目標。
基礎教(jiao)育(yu)辦學水平(ping)不斷提高(gao),推(tui)進教(jiao)育(yu)現代化建設,創建教(jiao)育(yu)現代化達標學校和示(shi)范(fan)學校8所、義務教(jiao)育(yu)標準化學校20所、普通(tong)高(gao)中特色示(shi)范(fan)學校1所、省一級中等職(zhi)業(ye)學校2所。加(jia)強(qiang)農(nong)村教(jiao)育(yu),進一步推(tui)進實(shi)施農(nong)村小班化教(jiao)學,積極推(tui)進城(cheng)鄉(xiang)教(jiao)育(yu)均衡(heng),力爭(zheng)九縣(市、區)全部(bu)通(tong)過省教(jiao)育(yu)均衡(heng)縣驗收。
加快中等(deng)職(zhi)業學(xue)校專業結構調整(zheng),統籌建設特色(se)專業5個。全市職(zhi)業教育年鞏固率(lv)達(da)到88%,畢(bi)(bi)業生(sheng)(sheng)一次性(xing)推(tui)薦就業率(lv)力(li)爭(zheng)達(da)到96%以(yi)上(shang),技能等(deng)級考證(zheng)應(ying)考畢(bi)(bi)業生(sheng)(sheng)初級證(zheng)通過率(lv)達(da)到100%,中級證(zheng)通過率(lv)達(da)到78%以(yi)上(shang),完成(cheng)成(cheng)人“雙證(zheng)制(zhi)”教育培(pei)(pei)訓3000人,預備勞動力(li)培(pei)(pei)訓實現(xian)應(ying)培(pei)(pei)盡(jin)培(pei)(pei)。
四、主要(yao)措施

堅持(chi)(chi)依法治(zhi)教(jiao)(jiao)(jiao),塑造優(you)良的(de)麗(li)水教(jiao)(jiao)(jiao)育(yu)(yu)文化,是實(shi)現(xian)全市基礎教(jiao)(jiao)(jiao)育(yu)(yu)共(gong)同發(fa)展、和(he)諧發(fa)展、可持(chi)(chi)續(xu)發(fa)展的(de)現(xian)實(shi)需(xu)要。要按照“依法治(zhi)教(jiao)(jiao)(jiao),規(gui)范(fan)學(xue)校辦(ban)學(xue)行為(wei);從嚴治(zhi)教(jiao)(jiao)(jiao),弘(hong)揚(yang)優(you)良師(shi)德師(shi)風”的(de)要求,化大力氣整頓教(jiao)(jiao)(jiao)育(yu)(yu)秩(zhi)序。一是繼續(xu)加(jia)(jia)強(qiang)普通高中(zhong)學(xue)籍管(guan)(guan)理(li)。繼續(xu)推進(jin)(jin)(jin)“陽光招生(sheng)”,規(gui)范(fan)中(zhong)小學(xue)招生(sheng)秩(zhi)序,遏制無序招生(sheng)。加(jia)(jia)強(qiang)學(xue)籍管(guan)(guan)理(li),控制學(xue)生(sheng)輟學(xue)和(he)無序流動(dong)。二(er)是加(jia)(jia)強(qiang)社(she)會力量辦(ban)學(xue)機構管(guan)(guan)理(li)。規(gui)范(fan)辦(ban)學(xue)行為(wei),堅決制止私自辦(ban)學(xue)、違規(gui)辦(ban)班現(xian)象的(de)發(fa)生(sheng)。三是認真開(kai)展糾風治(zhi)亂工(gong)作。嚴格規(gui)范(fan)教(jiao)(jiao)(jiao)育(yu)(yu)收費行為(wei),規(gui)范(fan)中(zhong)小學(xue)教(jiao)(jiao)(jiao)輔材料使(shi)(shi)用(yong)管(guan)(guan)理(li),嚴格執行高中(zhong)“三限”政策,堅決查處教(jiao)(jiao)(jiao)育(yu)(yu)亂收費。四是努力促進(jin)(jin)(jin)教(jiao)(jiao)(jiao)育(yu)(yu)公(gong)平。加(jia)(jia)強(qiang)民族教(jiao)(jiao)(jiao)育(yu)(yu),重(zhong)視(shi)特殊教(jiao)(jiao)(jiao)育(yu)(yu),關(guan)注弱(ruo)勢兒童,積極做好學(xue)生(sheng)愛心營養餐、扶(fu)困(kun)助學(xue)、進(jin)(jin)(jin)城(cheng)務工(gong)人員隨遷子女教(jiao)(jiao)(jiao)育(yu)(yu)、留守(shou)兒童關(guan)愛等工(gong)作,促進(jin)(jin)(jin)教(jiao)(jiao)(jiao)育(yu)(yu)公(gong)平。五(wu)是健全教(jiao)(jiao)(jiao)育(yu)(yu)內部輪審制度。加(jia)(jia)強(qiang)教(jiao)(jiao)(jiao)育(yu)(yu)系(xi)統內部管(guan)(guan)理(li),規(gui)范(fan)財務收支(zhi)行為(wei),進(jin)(jin)(jin)一步拓寬審計范(fan)圍,充分發(fa)揮教(jiao)(jiao)(jiao)育(yu)(yu)內部審計的(de)監(jian)督、評價和(he)服務功能(neng),促進(jin)(jin)(jin)教(jiao)(jiao)(jiao)育(yu)(yu)系(xi)統經費收支(zhi)的(de)合理(li)性和(he)合法性,提高資金使(shi)(shi)用(yong)效(xiao)益。
(十二)圍(wei)繞提高執政能力(li),加強黨的領導,樹立執政(zheng)為民(min)服(fu)務意識
牢固樹立“立黨為公,執政為民”的服務意識,是促進教育科學和諧發展的思想保障。要按照“加強學習,提高理論水平;深入調研,提高服務能力;強化宣傳,改善教育氛圍;優化管理,端正工作作風”的要求,加強和改善黨的領導,發揮黨組織的戰斗堡壘作用,發揮黨員的模范帶頭作用。是加強黨的十八大精神學習。不斷完善黨員和教育行政干部政治理論和業務學習制度,加強中心組學習,強化黨務工作考核。二是深化調查研究和“三貼近”制度。深入開展黨員和機關干部“走進學校、親近課堂”調研活動,提高教育發展的決策能力和服務水平。三是加強教育工作宣傳。充分借助網絡、報刊、電視等媒介,樹立正確的輿論導向,為教育發展營造良好的社會氛圍。四是加強廉潔政治建設。著重抓好崗位風險防控機制、黨風廉政責任制督查機制建設,全力打造“清正、清廉、清明”的濃厚氛圍。加強學校黨組織建設工作,努力實現中小學黨組織全覆蓋。五是完善內部管理規章制度。強化厲行節約方面的制度落實檢查工作,提高服務效能。六是切實加強“推普”工作。積極推廣普通話,深入開展“推普示范校”創建工作。認真做好“三類城市語言文字工作”迎評,確保遂昌、松陽和青田通過評估驗收。七是加強協調增強合力。大力支持工會、關工委、離退休干部和婦女工作,共同創新活動載體,關注教師閑暇生活,切實關心教師身心健康,提高教師幸福指數。八是切實做好建議、提案辦理工作。提高對辦理人大建議、政協提案重要性的認識,提高建議、提案辦理質量,促進教育事業和諧發展。
